India needs to use unicorn companies to directly do R&D in pursuit of mass-market applications. Note that Google has come out with a version of its TensorFlow AI chip that can work on cellphones, which could allow quicker adoption by Indian mass-market, to pave the way for more development of AI/machine-learning in India.

I wouldn't conflate blockchain as being as important as machine learning/AI, or CRISPR-Cas9, in the greater scheme of things.
