The Army leadership did not want to be rushed into an immediate cross-border counter-strike against north-eastern insurgents as a response to the shock 4 June killing of 18 Army troops in the Chandel district of Manipur. Army Chief General Dalbir Suhag sought time to plan the operation when he was conveyed the political directive for a retaliatory strike at a 4 June meeting attended by National Security Adviser Ajit Doval and the Ministers for Defence and Home, Manohar Parrikar and Rajnath Singh. The general's reasoning was that he did not want to be rushed into a military fiasco with international ramifications. Early next day, General Suhag rushed to the 57 Division Headquarters at Leimakhong near Imphal. The impression was that he was there to review the situation and give a pep talk to his troops in the immediate aftermath of the Chandel setback. The Army Chief instead closeted himself with the Eastern Army Commander, Lt General M.S. Rai and the 3 Corps Commander, Lt General Bipin Rawat to plan the blueprint of a daring raid to send a strong message of Indian intent. |
