Why is Centre Avoiding Declaration of National Calamity?

The ruling Congress Party govt at the Centre seems acutely interested in avoiding declaring the flood disaster in Uttarakhand as a National Calamity. They seem to be going out of their way to make excuses for not doing so:

What is their motivation and agenda? How many other future calamities will be dealt with in this way by the ruling Nehruvian Nero's?


Notice how India Today's senior editor Javed Ansari is conspicuously coming to the defense of the ruling govt in not declaring the National Calamity, turning the focus towards BJP and "scoring political points" when the issue is one of normal appropriate procedure in a disaster situation. The best thing would be to get the Supreme Court involved by filing a court case over the issue.
