Certain over-zealous personnel at the IRS arrogated to themselves a license to go after conservative political organizations, based on their opposition to high taxation, or being "patriotic". Not only that, but some were targeted for their criticism of govt spending levels, or their support of Israel.

The Orwellian Jizya Enforcement Division seems to be rearing its ugly head.
