would be much better to improve agriculture and agribusiness (at least in india which has a competitive advantage in agriculture) and to keep 'em down on the farm. let us not create slums by forcing rural people to migrate to the 'satanic mills' of industrialized cities, and then fix the miserable slums up.
of course, it is true that rural housing can also use some new ideas, especially those that conserve energy -- which is to say, *not* western style, but those that have thick unplastered brick walls, allow for air
