I think el-papa was made head of mini stamp size nation called Vatican keeping exactly these possibilities in mind.
Got to give it to sematics. They fully well know the reach of political power unlike us. And however racist and corrupt, some of them are visionaries e.g. Churchil's view on islam and criminals ruling india are prophetic.
