This is not the least of the UPA's acts of omission/commission.

This rag-tag alliance came to power on one very negative plank related to energy: repeal of the landmark Electricity act of 2003.

Had it been implemented as the NDA had envisaged, it would have transformed electricity in india like telecom has been transformed, with competition, multiple electirity companies to choose from, the freedom to switch and strong incentives to compete away costs.

True to its pro-poverty (oops pro poor) ways, the congress killed it.
And why not, had electricity been competitive, one would not have to grovel before the sarkar for connections and so on. Plus now the con-gress continues to have a lot of political muscle -- especially the ability to dole out "free power" to the "poor" or its servile dolts.

Thanks to this wonderful "reform" one still has to beg and grovel for an electricity connection.
